Job Description

Our customer’s Office of Legislative Affairs CapNet program has a need for a senior web developer to build and deploy new web applications that will enhance the communications and data sharing within the program.  This developer will also be responsible for maintaining the content on and refreshing the look and feel of specific web applications/sites.  The Senior Application and SharePoint Developer will report to the CapNet Program Manager.

Required Skills
  • Provides guidance to the CapNet team and Office of Legislative Affairs staff on development tasks and architecture questions relevant to the program infrastructure.
  • Designs and builds web (J2EE and C++) applications for specific requirements defined by the CapNet Team.
  • Designs and builds SharePoint applications that meet known sets of requirements as defined by the CapNet Team.  Maintains content on those applications/sites.
  • Builds applications that interact with SQL Server, Oracle or other databases.
  • Designs workflows from business requirements and automates workflow using SharePoint and/or other BPM tools.
  • Can operate quickly, with little supervision in a demanding, inter-agency environment.
  • Manages content and format updates to web applications as needed.
  • Engages test team to perform test and validation on new applications.
  • Provides expert web development services and consultative guidance to team members and engineers that support the program.
  • Requires a TS/SCI clearance with a full-scope Polygraph.
Required Experience
  • Strong web (J2EE, C++) development skills.
  • Strong SharePoint development skills and recent experience standing up SharePoint or building initial applications in a relatively new SharePoint environment.
  • Broad database development experience.
  • Demonstrated workflow automation and development skills.
  • The proven ability to work with little daily supervision and to prioritize efforts based on customer feedback.
  • The proven ability to further define initial project requirements.
  • Has a general understanding of how intelligence community agencies interact with the Legislative Branch.

Security: Must have an active TS/SCI security clearance with a polygraph
