Job Description

Provides on-site data collection of reliability, availability, maintainability, logistics supportability, and performance data during developmental and/or operational testing of new military/non-military automotive, electronic, general equipment or ordnance materiel.  Follows test items through all phases of testing, observing all operations and maintenance associated with the test item.  Records specific information on structured data sheets and/or laptop computers for processing.  Test data include a detailed chronological record of operational and maintenance related data.  Operational data include information pertaining to mission event description and conditions, such as configuration, test area, weather information, hours of operation, number of personnel involved in the testing and specific servicing actions performed.  Maintenance related data include information such as total operational test life at the time of maintenance, type of malfunction, how and when the test incident was discovered, type of action taken to correct the malfunction, level of maintenance required to repair the incident, specific description of malfunctions, parts involved and the time and steps required to repair the malfunction.  Observes each incident personally and independently records the required data in a complete, accurate, and timely manner.  Reads various instructions, performs arithmetic computations, reviews and evaluates technical manuals.  Interviews test personnel for comments pertaining to safety, human factors, and design for maintainability problem areas.  Downloads test data from on-board instrumentation.  Performs any or all of the following illustrative tasks for routine projects:  visually examines equipment or test items for flaws or defects; observes operation of equipment to detect apparent malfunction(s); observes operation of simple test instruments and controls during tests and records related test data; and extracts and compiles specified data including detailed narrative from records or other sources such as specifications and drawings.  Performs work by using required knowledge of detailed procedures which are either established or repetitive, or which are specified by a higher-graded employee at the time of initial performance and by using readily acquired skills or equipment knowledge.  All work is reviewed by a higher-graded employee for quality assurance, accuracy and completeness on a daily basis.  Must be available to perform job functions at sites other than APG.  
 
Responsible for utilizing structured complex data collection methods to record reliability, availability, and maintainability, logistics supportability, and performance data during developmental and/or operational testing of highly complex military/non-military automotive, electronic, general equipment and ordnance materiel.  Applies an extensive knowledge of the operating characteristics of equipment and of maintenance procedures to report critical test data used in the evaluations of such materiel.  Acts as the lead technician when multiple personnel are assigned to collect data on the test program and no higher-graded employee is assigned to the project.  Provides technical guidance, assistance, on-the-job-training and will closely monitor the work of the lower-graded employees working on respective projects.  Checks on work in progress and reviews and initials completed work generated by lower-graded employees for quality assurance, completeness and accuracy on a daily basis.  Work generated will be reviewed by higher-graded employee for accuracy and completeness.  
 
Develops a structured data collection curriculum to train new data collection personnel.  Provides training to lower-graded employees and other personnel on the data collection procedures and policies at ATC and other locations outside ATC, as necessary.  Maintains knowledge of hardware and software (e.g., ATIMS, MS Office, etc.) to aid lower-graded employees when hardware and software related problems arise.  Provides for the procurement, maintenance, and repair of laptops computers; ensures warranty procedures are in place and followed.  Issues the necessary laptop computers to lower-graded personnel prior to the start of each assignment.  Acts as a substitute for General Clerks III and IV and Engineering Technician I when required to support urgent personnel shortfalls. 

Presently, we are looking for candidates to fill several Engineering Technician I: Equipment, Engineering Technician II: Equipment, Engineering Technician III: Equipment and Engineering Technician IV: Equipment positions.

These position are for a Proposal Effort - ATC Data Collection and Mission Support Contract at Aberdeen Proving Ground, MD.
 
 

Required Skills

Engineering Technician I: Equipment: High School Diploma required and three (3) years of experience in performing data collection of military/non-military equipment and associated maintenance concepts or an Associate’s Degree in a technical area and six (6) months experience in performing data collection of military/non-military equipment and associated maintenance concepts.  Must be skilled in the use of Microsoft Windows operating systems (i.e., Windows NT/2000/XP).  Testing and data collection experience are a plus.  The minimum hourly wage for this position is $21.63.

Engineering Technician II: Equipment: High School Diploma required and four (4) years of experience in performing data collection of military/non-military equipment and associated maintenance concepts or an Associate’s Degree in a technical area and six (6) months experience in performing data collection of military/non-military equipment and associated maintenance concepts.  Must be skilled in the use of Microsoft Windows operating systems (i.e., Windows NT/2000/XP).  Must have knowledge in ATIMS software.  Testing and data collection experience are a plus.  The minimum hourly wage for this position is $24.29.

Engineering Technician III: Equipment: High School Diploma required and seven (7) years of experience in performing data collection of military/non-military equipment and associated maintenance concepts or an Associate’s Degree in a technical area and six (6) months experience in performing data collection of military/non-military equipment and associated maintenance concepts.  Must be skilled in the use of Microsoft Windows operating systems (i.e., Windows NT/2000/XP).  Must have knowledge in ATIMS, VDLS, and VISION ATIRS software.  Must have knowledge of application tools such as Information Access, Cognos, etc., to query databases.  Supervisory experience is a preferred.  Must have testing and data collection experience.  The minimum hourly wage for this position is $27.17.

Engineering Technician IV: Equipment: High School Diploma required and Ten (10) years of experience in performing data collection of military/non-military equipment and associated maintenance concepts or an Associate’s Degree in a technical area and(6) months experience in performing data collection of military/non-military equipment and associated maintenance concepts.  Five years in successful leadership of groups numbering 10 or more.  Must be skilled in the use of Microsoft Windows operating systems (i.e., Windows NT/2000/XP).  Must have knowledge in ATIMS, VDLS, and VISION ATIRS software.  Must have knowledge of application tools such as Information Access, Cognos, etc., to query databases.  Must have supervisory experience.  Must have testing and data collection experience.  The minimum hourly wage for this position is $33.66.

Must be able to complete and pass a pre-employment substance abuse test.

SECURITY CLEARANCE REQUIRED:  Must be able to obtain a clearance at the SECRET level.
