 STG International is in an active bidding process for this position(s) and position availability is contingent upon STG International, Inc. being awarded the contract.  The contract award is scheduled to be announced on/around late summer or fall 2009. 

 The responsibilities are the following:

  •  The contract RNs will perform the following functions, within the scope of accepted nursing practice. This list of duties is not intended to establish either a maximum or minimum acceptable level of effort or be an inclusive listing of anticipated duties. Health care nursing personnel provided by the contractor will perform essentially the same services as those required by any Army or government service health care professional of similar experience, in similar duty assignments and within their scope of practice. 
  • Contract individuals may be designated by Eisenhower Army Medical Center to provide charge nurse and team leader responsibilities and provide orientation and other activities as deemed appropriate by Chief, Inpatient Services.  Contract nursing personnel will attend and participate in inpatient nursing reports, patient care conferences, team conferences, discharge planning, and ward staff conferences as deemed appropriate by the Head Nurse.
  • The Chief of Inpatient Services and/or supervisory staff have the discretion of placing the technically proficient RN in any work area listed in their particular specialty, e.g. critical care nurses can work in any of the critical care areas and medical surgical areas. Medical surgical nurses may work in the medical surgical areas. Med-Surg RN's could be pulled to Telemetry Unit and/or critical care to assist them, not take a patient, but help do tasks within their scope. The RN may be rotated throughout EAMC's clinical areas, and will not be required to work outside their scope of practice. 

 MEDICAL/SURGICAL REGISTERED NURSE

 

  • Performs duties to include assessing, planning, implementing, and population specific nursing.  Observes, assesses, and records symptoms, reactions, and progress; assists physicians during treatments and examinations; administers medications; administers prescribed treatments, completes admissions and discharges, and promotes convalescence and rehabilitation.  RNs also develop and manage nursing care plans; instructs patients and their families in proper care; and helps individuals and groups take steps to improve or maintain their health.
  •  Functions as a patient advocate.  Assess patient/family knowledge level; implements a plan of instruction, and documents demonstrated level of understanding. Nursing plans are individualized to include safety precautions, correct positioning, infection control precautions, aseptic practices, qualified personnel assignments, medications, supplies, equipment, etc.  Contact with family and significant others are to provide information, counseling, emotional support, alleviate anxiety, fear and stress concerning patient condition and/or prognosis.
  • Documents all patient care given IAW the organizations accepted documentation standards in the patient's medical record.  Registered nurses will obtain patient history and pertinent family history.
  • Performs a vast array of direct patient care procedures to include but are not limited to: range of motion exercises, lining, turning, transporting and positioning patients, personal hygiene care, changing linen and clothing and feeding patients.
  • Registered Nurses will administer blood and blood products and intravenous push medications with the knowledge of actions, adverse effects, interactions, and usual dosages.  Medications will be administered within the scope of nursing practice and include intravenous, subcutaneous, oral, transdermal, rectal, and intramuscular administration.
  • Registered Nurses will provide professional oversight IAW hospital policy for licensed practical nurses (LPNs) and unlicensed ancillary personnel. RN is responsible to co-sign for the LPN's. Plans and implements care with the collaboration of other health care providers.  Calls report to the appropriate unit/ward and provide pertinent data such as surgical procedure(s) performed, patient problems, nursing diagnosis and actions, patient response, specialized care and equipment necessary to support the patient.
  • Manages care of patients for a wide range of procedures of an advanced nature and difficulty where there is a high risk for infection and bodily functions.  Ensures proper procedures are followed with the tissue/skin bank; blood bank and organ procurement.
  • The nurse will observe, monitor and report findings to restore health and to prevent complications and deteriorations in the patient’s condition. Observation includes interpretation of abnormal values, cardiac rhythms, respiratory distress, neurovascular and neurologic compromise, hemorrhage, sepsis, cardiac and vascular emergencies and requires emergent corrective action within the scope of practice.
  • Administers medications in accordance with EAMC policy 40-4 medication management. Intravenous anti-cancer chemotherapy drugs are excluded.
  • Responsible for quality assurance/risk management and responds to breaches in standard procedures which compromise the patient or staff members. May also serve as a representative or chain for select committees and participate in performance improvement and/or   research projects that are consultative in nature and involve sharing information, gathering data for new or existing technologies/procedures.
  • Utilizes comprehensive knowledge of workload requirements in conjunction with knowledge of the composition and capabilities of assigned staff; to distribute/redistribute personnel resources in response to unforeseen patient care needs.
  •  Attends educational activities that serve to maintain, develop, or increase the knowledge, skills, and professional performance. Nursing contact hours shall be obtained at no additional cost to the government. Contact hours shall be reported to the head nurse and documented in the Competency Assessment Folder as training is completed.
  • Assists in the training and education of students and the orientation and precepting of assigned personnel.

 

CRITICAL CARE REGISTERED NURSE (In addition to Medical Surgical Nurse).

 

  • In addition to medical surgical duties, performs critical care duties to include: assessing, planning, implementing, and evaluating comprehensive nursing care for critically ill patients of all ages.  A thorough knowledge of the interrelationship of body systems in maintaining and restoring health is required. The ICU nurse will provide labor intensive care to a variety of patients with numerous complex medical pathologies such as multiple organ failure, trauma, and patients requiring intense surgical interventions.
  • Manages patients requiring intense monitoring with technological equipment such as mechanical ventilators, adjunct airways, electrocardiograph machines, catheters, arterial lines, defibrillators, renal replacement therapy equipment, transcutaneous and external pacing devices and many others.
  • Communicates pertinent patient information to the charge nurse and/or physician as appropriate. Transcribes and verifies transcription of physician orders in the electronic or hardcopy medical record. In the presence of the physician, initiates life saving measures, which include but are not limited to advance cardiopulmonary resuscitation, calculating dosages, mixing and administering high risk medications.
  • Medication administration includes titration of life threatening intravenous medications such as vasoactives, anticonvulsants, insulin, thrombolytic, and many other medications.
  • Assists, manages, and/or performs invasive procedures such as SwanzGanz insertion, balloon pump management, temporary pacemaker insertion, arterial punctures, endotracheal intubation, and other invasive procedures.

 

INTERMEDIATE CARE REGISTERED NURSES  

 

  • Provides nursing care and monitoring of patients admitted to the Telemetry Service.  Recognizes arrhythmias and responds with appropriate interventions.
  • Provides comprehensive medical/surgical nursing services within the professional scope of practice for a variety of medical/surgical diagnoses for adult patients to include, but not limited to:  chest pain, rule out MI, non-acute GI bleed, diabetic ketoacidosis, non-acute respiratory failure (extubation > 24 hours), post-surgical patients requiring monitoring, but not intensive care.
  • Conducts initial assessment on patients, develops nursing care plans based on identified patient needs, coordinates with ancillary services to assure provision of care and documents all plans, assessments and care provided.
  • Administers oxygen, IV fluids, and blood transfusions and prescribed medications in accordance with EAMC policy. Advanced knowledge in cardiac medications is highly preferred.
  •  Advanced knowledge in interpreting cardiac rhythms and dysrhymias and appropriate interventions is highly preferred.
  • Monitors the infusion of and IV drips include integrilin, amiodarone, heparin, lidocaine, and cardiazem.
  • Observes and assesses patients' clinical condition, recognizes and promptly reports significant changes indicative of complications.
  • Initiates resuscitative measures in emergency situations.
  • Operates and monitors specialized equipment including, but not limited to:  oxygen, hypothermia units, and various types of suction apparatus, infusion equipment and noninvasive monitoring.
  • Makes nursing care assignments for various skill levels of professional and unlicensed assistive personnel.
  • Prepares patients for surgical and/or diagnostic procedures and assists with procedures as necessary.
  • Ensures that all Joint Commission standards for professional nursing care are met during performance of care.
  • Completes appropriate medical record forms in compliance with EAMC guidelines and policies for each patient.
  • Verifies the content and correctness of all recorded entries in the electronic or hardcopy patient record.  All documentation/records/ reports must meet or exceed established EAMC standards to include, but not limited to:  timeliness, legibility, accuracy, content and signature. 
  • Responds to emergency codes as necessary and summons appropriate backup from the clinical and hospital staff.
  • Assists in the training and education of nursing students and in the orientation and precepting of assigned personnel.

 

MEDICAL/SURGICAL LICENSED PRACTICAL NURSE

 

  • Observes, and records symptoms, reactions, and progress; assists physicians during treatments and examinations; administers medications; administers prescribed treatments, completes admissions and discharges, and promotes convalescence and rehabilitation. RNs are responsible for monitoring and interpretation of collected data by the Licensed Practical Nurses (LPNs) and unlicensed assisted personnel, informing the medical staff as appropriate.
  • Functions as a patient advocate. Documents patient/family knowledge and demonstrated level of understanding and implements a plan of instruction. Contact with family and significant others is to provide information, counseling, emotional support, alleviate anxiety, fear and stress concerning patient condition and/or prognosis. 
  • Documents all patient care given and the progress of the patient in the patient's medical record. LPNs will obtain data from the patient’s history, and pertinent family history; however, LPNs will have the patient's medical record co-signed by an RN.
  • Performs a vast array of direct patient care procedures to include but are not limited to: range of motion exercises, lifting, turning, transporting and positioning patients, personal hygiene care, changing linen, and clothing and feeding patients.
  • Licensed Practical Nurses will not start blood product transfusions or give medications by intravenous push. LPNs may care for patients after blood administration is initiated by an RN. Medications will be administered within the scope of nursing practice and include intravenous (not push), subcutaneous, oral, transdermal, rectal, and intramuscular administration.
  • Registered nurses will provide professional oversight IAW hospital policy, for licensed practical nurses and unlicensed ancillary personnel. Licensed Practical Nurses will provide oversight to unlicensed ancillary personnel.
  • Manages care of patients for a wide range of procedures of an advanced nature and difficulty where there is a high risk for infection and bodily functions. Ensures proper procedures are followed in regard to donor organizations.
  • The LPN will observe, monitor and report findings to restore health and to prevent complications and deterioration in condition. Observation includes interpretation of abnormal lab values, cardiac rhythms, respiratory distress, neurovascular and neurologic compromise, hemorrhage, sepsis, cardiac emergencies and requires emergent corrective action within the scope of practice.
  • Assists in quality assurance/risk management and responds to breaches in standard procedures which compromise the patient or staff members. May also serve as a representative for select committees and participate in research projects that are consultative in nature and involve sharing information, gathering data for new or existing technologies.
  • Attends educational activities that serve to maintain, develop, or increase knowledge, skills, and professional performance. INTERMEDIATE CARE LICENSED PRACTICAL NURSE

 

 

SPECICFIC TASK:  Serves as a Practical Nurse on the Intermediate Care/ Telemetry Unit as a member of a nursing team, accomplishing a wide range of complex nursing tasks.

 

  • Is familiar with a wide variety of inhalation techniques and equipment and is familiar with cardiac arrhythmias and recognizes cardiac alert situations. 
  • Practical knowledge of pharmacology and skills sufficient to administer prescribed medications to include vasoactive, carcinogenic, and controlled drugs, and to observe the patient for the desired reaction and side effects of the medication.
  • Obtains patient history and pertinent family history.
  • Performs quality control checks and operator maintenance for a variety of patient care equipment.
  • Assists in identifying patient needs and implementing the plan of care.
  • Documents care given and patient response in the medical record.
  • Prepares patient for physical examination.
  • Carries out prescribed nurse initiated, and physician orders and documents in patient medical record.  Communicates pertinent patient data to the appropriate provider.
  • Possesses knowledge of actions and usual dosages of most commonly used emergency drugs and their location.

 

  • Recognizes emergency situations and initiates appropriate resuscitative measures.
  • Assists in patient/family education regarding prescribed medications, therapies, and diagnostic procedures.
  • Assess patient/family knowledge level, implements plan of instructions and records patient/family demonstrated level of understanding.
  • Assures content and correctness the medical record and signs document to validate its content.
  • Participates in monitoring quality of care according to professional standards and established procedures.
  • Responds to telephone inquiries regarding ward/MTF services.
  • Assists with ward/MTF related administrative tasks.
  • Administers oxygen, intravenous fluids and prescribed medications in accordance with EAMC policy.
  • Assists in the training and education of students and the orientation and precepting of assigned personnel.

Required Skills
  • Registered Nurses (RNs) must be a graduate and possess an Associate, Diploma or Baccalaureate degree in Nursing from an accredited school of nursing from at least one state or territory in the U.S.  All RNs must have a minimum of 2 years of nursing care experience prior to employment by the contractor.
  • Registered Nurses (RNs) must have a minimum of two (2) years of nursing experience within the last three (3) years in the clinical/specialty area and in which they are assigned to provide nursing care. For example, a critical care registered nurse shall have two (2) years critical care experience within the last three (3) years of nursing experience.
  • Licensed Practical Nurses (LPNs) must be a graduate from an accredited school of nursing from at least one state or territory in the U.S.  All LPNs must have a minimum of one (l) year of nursing care experience for employment by the contractor.
  • Licensed Practical Nurses (LPNs) must have a minimum of one (1) year of nursing experience within the last two (2) years in the clinical/specialty area in which they are assigned to provide nursing care. 
  • RNs and LPNs will have and maintain current certification in Basic Life Support (BLS) certified by the American Heart Association or American Red Cross; certification must include hands on training. ACLS certification preferred for Intermediated Care Nurses and is required for Critical Care Nurses.
  • Documentation of required training and skills appropriate to the RNs and LPNs particular specialty (i.e., Med/Surg, Critical Care, and Intermediate Care), and a copy of the nursing skills assessment checklist will be provided by the contractor at time of hiring, and periodically as requested.
  • Nurses must exercise a positive, helpful demeanor and display courtesy and tact frequently under stressful conditions and duress at an accelerated pace due to life threatening patient situations. Constant standing, walking, lifting, and bending is required. May be exposed to highly contagious/infectious disease: radiation from portable x-rays and continuous fluoroscopy equipment.
